Summary

This study evaluates the traffic performance and effectiveness of the Barelang intersection roundabout in Batu Aji, Batam, Indonesia. The research was motivated by the rapid population growth in Batam, which increased from 1,076,009 in 2019 to 1,196,296 in 2020, leading to congestion that hampers economic activity and causes user stress. The primary objective was to determine whether the roundabout’s current infrastructure effectively handles existing traffic volumes. The methodology employed the Manual Kapasitas Jalan Indonesia (MKJI) 1997 standard to analyze road capacity, traffic volume, and degree of saturation (DS). Data collection involved a traffic survey conducted during peak hours (17:00–18:00) on two specific road segments: from SP Plaza to Muka Kuning and from Muka Kuning to SP Plaza. The study calculated road capacity using adjustment factors for lane width, median separation, side friction, and city size. Traffic volume was determined by counting vehicles classified as light vehicles (LV), heavy vehicles (HV), and motorcycles (MC), then converting these counts into passenger car equivalents (smp/hour) using MKJI correction factors. The degree of saturation was calculated as the ratio of traffic volume to road capacity. The results indicated that both road segments had a total capacity of 3,260.46 smp/hour. However, traffic volumes differed significantly between directions. The segment from SP Plaza to Muka Kuning had a traffic volume of 2,378.2 smp/hour, resulting in a degree of saturation of 0.72. Conversely, the segment from Muka Kuning to SP Plaza experienced a higher volume of 3,519 smp/hour, yielding a degree of saturation of 1.08. According to MKJI 1997 guidelines, a degree of saturation exceeding 0.75 indicates ineffective performance. The study concludes that the road segment from SP Plaza to Muka Kuning is effective, as its saturation level (0.72) remains below the 0.75 threshold. In contrast, the segment from Muka Kuning to SP Plaza is ineffective, with a saturation level of 1.08 indicating that traffic volume exceeds road capacity. These findings provide a reference for transportation authorities to implement improvements aimed at enhancing traffic flow and reducing congestion in the Batam area.
