The study concludes that Wisconsin motorists view the state’s highway system as a high-value asset and are willing to support its maintenance through modest increases in existing taxes and fees, provided the funds are used efficiently. The findings suggest that public acceptance of new financing mechanisms depends heavily on transparency and the avoidance of intrusive or unfamiliar payment methods.
