The findings identified eleven key QOL factors: education, employment/finances, environment, housing, family, friends/neighbors, health, local amenities, recreation, safety, spirituality, and transportation. Transportation was found to be a consistent and critical component of QOL across all regions of Minnesota. Within transportation, seven areas were identified as significant predictors of satisfaction with MnDOT services: access, design, environmental issues, maintenance, mobility, safety, and transparency. While 84% of respondents were satisfied with MnDOT services overall, performance gaps existed. Maintenance and planning fell below satisfactory levels, with maintenance specifically requiring attention to smooth road surfaces, clear markings, and debris removal. Older residents rated transportation as more important and reported higher satisfaction than younger groups. Factor analysis grouped QOL areas into three broad categories, with spirituality standing alone. The study concludes that transportation is integral to QOL because it connects individuals to essential destinations. The results provide a data-driven framework for MnDOT to adjust its performance measures, highlighting gaps in current reporting regarding safety, environment, and transparency. The authors recommend that MnDOT maintain partnerships, prioritize maintenance improvements, and incorporate diverse voices, particularly from older adults and under-researched demographic groups, into future planning. By aligning performance indicators with citizen-identified priorities, transportation agencies can better enhance public satisfaction and overall quality of life.
