Scope

Rates the on-road illumination delivered by a vehicle's low and high beams using photometric measurements taken on straightaway and curved (150 m and 250 m radius) road sections, plus a demerit for excessive glare toward oncoming drivers. Directly addresses driver forward visibility at night and the disability-glare tradeoff that governs how far ahead a driver can detect hazards.
