Data were sourced from Shiraz municipality maps and master plans. Expert judgments from fifteen professionals were collected via questionnaire and converted into triangular fuzzy numbers. These weights were calculated using MATLAB and applied to GIS layers in ArcMap through Weighted Overlay Analysis. The FAHP treated criteria hierarchically, while the FANP accounted for interdependencies among criteria. Suitability scores were categorized into five levels, with sites scoring above 0.5 deemed "most appropriate." The results indicated that both methods produced similar spatial outcomes, identifying districts 13, 14, 15, 16, 17, and 18 as the most suitable locations for multi-story parking facilities. District 13 emerged as the standout candidate in both analyses. In terms of criterion weighting, "distance to travel attraction centers" was the most influential factor in both models, followed by "distance to roads," "land price," "population density," and "available land." While the overall rankings were consistent, slight variations existed; for instance, FAHP assigned higher weight to road proximity, whereas FANP prioritized land price and population density more heavily. The consistency ratios for both methods were satisfactory (0.12 for FAHP and 0.13 for FANP). The study concludes that while both FAHP and FANP provide robust frameworks for parking site selection, the FAHP model is superior for practical urban planning due to its user-friendliness and ease of application for policymakers. The findings offer actionable insights for strategic investment in Shiraz’s parking infrastructure, suggesting that prioritizing southern zones and locations near major trip generators can effectively mitigate congestion. This research contributes to urban transportation literature by demonstrating the utility of integrating fuzzy MCDM with GIS to address complex urban planning challenges in emerging economies.
