Summary
This study investigates the extent of red light running and general non-compliance with traffic regulations in Minna, the capital of Niger State, Nigeria. The research was motivated by the high incidence of road traffic accidents in Nigeria, which are largely attributed to poor knowledge of and adherence to traffic rules. The study aimed to assess road users' awareness and perception of traffic laws, examine levels of adherence, identify factors influencing non-compliance, and evaluate the impacts of these violations. The authors utilized the Theory of Planned Behaviour as a conceptual framework to understand the relationship between attitudes, social norms, and driving behavior. The researchers employed a survey methodology combining primary and secondary data sources. Primary data was collected through volumetric traffic counts and oral interviews. Traffic counts were conducted at six major signalized intersections in Minna, including Shiroro Road and Obasanjo Complex Road. Observations took place during peak hours (08:00–10:00, 12:00–14:00, and 16:00–18:00) over two weekdays and one weekend day. Vehicles were categorized into five groups: commercial motorcycles, private motorcycles, tricycles, commercial cars/buses, and private cars/buses. Additionally, in-depth interviews were conducted with various stakeholders, including commercial and private vehicle owners, transport unions, and law enforcement officers, to gauge awareness and perceptions of traffic rules. The findings revealed a significant discrepancy between reported awareness and actual behavior. While interviewees from transport associations and private owners claimed high familiarity with traffic signal regulations, field observations indicated that all categories of road users frequently violated red lights. The study identified motorcycle riders as the majority of violators, closely followed by tricycle operators and commercial vehicle owners. The research highlighted that despite the installation of traffic lights to manage congestion and safety, non-compliance remains widespread. The authors noted that this behavior poses serious risks to vulnerable road users, including pedestrians and occupants of other vehicles, contributing to the high rates of injury and fatalities associated with intersection crashes. The study concludes that immediate and strict enforcement measures are necessary to curb red light running in Minna. The authors recommend implementing stringent penalties, including fines and the impoundment of offending vehicles, to ensure compliance. They warn that without instant corrective measures, the continued menace of red light running will have severe adverse effects on the social and economic well-being of the city. The research provides baseline data for road safety authorities and health planners, emphasizing that addressing non-compliance is critical for reducing road traffic injuries and deaths in the region.
