Transmission reliability varied significantly by antenna type and placement; dome antennas performed better than stick antennas, and central roof placement on enforcement vehicles was optimal. While file transfers were reliable at highway speeds, issues persisted when the enforcement vehicle was directly in front of the truck. The study concluded that wireless roadside inspection holds considerable promise for enhancing highway safety by improving inspection quality and allowing for a greater volume of inspections. The technology proved robust enough for real-world driving environments, though further refinement is needed regarding HOS timeliness, back-office communication delays, and antenna optimization. Based on these positive findings, the report recommends proceeding to Phase 2 (Pilot Testing) to mature the safety technology and integrate back-office systems, followed by Phase 3 (Field Operational Test) for multi-vehicle, multi-state testing.
