However, AWAD effectiveness diminished under heavy traffic congestion. Combining AWADs with law enforcement presence yielded superior results, achieving an average speed reduction of 19% (up to 43% in some cases) and a 54% average decrease in risky behaviors. Conversely, iCone technologies, which broadcast WZ messages to navigation apps like WAZE, showed little impact on speed reduction because drivers had to manually click to view the messages. The study also noted that SWZ applications were more effective on rural highways with higher posted speed limits and in lanes immediately adjacent to WZ activity areas.
