However, requiring a vision test in conjunction with mandatory in-person renewal did not provide any additional safety benefit beyond the in-person requirement itself. No other policies examined showed statistically significant effects. Specifically, requiring more frequent license renewals, mandating knowledge tests, requiring on-road driving tests, and implementing mandatory physician reporting laws were not associated with significant reductions in fatal crash involvement rates for any older age group. Furthermore, none of the policies examined had a significant impact on drivers younger than 85. The study concludes that requiring older drivers to renew their licenses in person, or to pass a vision test if remote renewal is allowed, is the most effective strategy for reducing fatal crash involvement among drivers aged 85 and older. The authors note that the mechanism behind this reduction is unclear; it may result from the removal of unsafe drivers from the road or from fostering premature driving cessation. Other common policy interventions, such as shorter renewal periods or medical reporting mandates, did not demonstrate measurable safety benefits in this analysis. These findings suggest that policymakers should prioritize in-person renewal or vision testing for the oldest drivers to mitigate crash risks, while recognizing that other regulatory measures may not yield significant safety improvements.
