Summary

This report, commissioned by the National Highway Traffic Safety Administration (NHTSA), addresses the rising fatalities among pedestrians and bicyclists, which increased in 2022 while passenger vehicle occupant deaths decreased. The study investigates whether current driver education curricula adequately prepare motorists to share the road with vulnerable users. The authors argue that existing safety guidance often focuses on the behaviors of pedestrians and bicyclists rather than driver responsibility, despite evidence that drivers are frequently at fault in fatal collisions. The goal was to identify gaps in educational materials to inform the development of improved training modules. The researchers conducted a nationwide review of three categories of driver education materials: state curriculum guidelines, state driver manuals, and specific training courses. They analyzed guidelines from 30 states and driver manuals from 49 states and the District of Columbia. Additionally, they examined 11 widely used teen-focused and two adult-focused training programs, including online courses and national model curricula. Using a codebook with over 85 specific topics related to pedestrian and bicyclist safety, two analysts independently coded the materials for content presence and emphasis, with discrepancies resolved by a third analyst. The results reveal significant disparities in coverage across material types. State curriculum guidelines provided minimal instruction; while 90.3% mentioned general awareness of vulnerability, fewer than 20% addressed specific maneuvers like yielding right-of-way, and bicycle-specific topics were largely absent. In contrast, driver manuals offered broader coverage, with over 80% addressing key topics such as yielding to pedestrians, passing bicycles with adequate space, and school bus safety. The reviewed training courses generally emphasized general vulnerability and responsibility, with most addressing child safety and high-risk areas like residential zones. However, specific technical maneuvers, such as proper passing distances and handling blind spots, were inconsistently covered. The study concludes that while general awareness is common, specific, actionable safety skills for interacting with pedestrians and bicyclists are underrepresented in state curriculum guidelines and vary significantly in training courses. This gap suggests that novice drivers may not receive sufficient instruction on critical maneuvers, such as yielding in crosswalks or passing bicycles safely. The findings provide a baseline for identifying deficiencies in current education, supporting the development of targeted training modules and policies aimed at reducing crashes involving vulnerable road users.

Key finding

State driver manuals provided substantially more detailed and frequent coverage of pedestrian and bicyclist safety topics compared to state curriculum guidelines and many widely used driver education training courses, which often limited their content to general awareness rather than specific maneuvering instructions.
