These risks generally increased with the number of teenage passengers. Conversely, the presence of an adult passenger aged 30 or older was associated with the lowest prevalence of these risk factors, suggesting a protective effect. While the total number of fatal crashes involving teen drivers decreased by 44% over the study period, the proportion of crashes involving teenage passengers remained constant at approximately 42–43%. The findings highlight that despite widespread GDL passenger restrictions, teenage passengers remain present in more than two of every five fatal crashes involving 16- and 17-year-old drivers. The study concludes that the "teens with teens" scenario remains a dominant fatal crash pattern. The data suggest that current GDL restrictions may not be fully effective or consistently enforced, as risky behaviors persist in the presence of peer passengers. The authors recommend that states use this data to refine GDL programs, enhance enforcement of existing laws, and encourage parental involvement to mitigate the elevated risks associated with teenage passengers. The presence of older adults appears to suppress risky driving behaviors, underscoring the value of supervised or adult-accompanied driving for novice teens.
