Law enforcement agencies issued nearly 10,800 tickets in California and over 6,200 in Delaware. Data collection included behavioral observations of drivers at 15 sites per area and awareness surveys conducted at gas stations in California and DMV offices in Delaware. Results indicated that HVE campaigns significantly increased public awareness of enforcement and the campaign slogan in both intervention states, whereas awareness in control areas remained stable or showed non-significant changes. Behavioral observations showed a significant decrease in observed hand-held cell phone use in both California (from 4.1% to 2.7%) and Delaware (from 4.5% to 3.0%). However, control areas also experienced declines: Portland’s rate dropped from 2.9% to 1.4%, and the combined Delaware control areas dropped from 5.4% to 4.3%. Further analysis attributed Portland’s decline to a proposed legislative increase in fines rather than the HVE campaign. Crucially, the reduction in hand-held phone use in Delaware was significantly greater than the reductions observed in its control areas, providing strong evidence for the program's effectiveness. The study concludes that implementing distracted driving HVE over large, multi-jurisdictional areas is feasible and effective in modifying driver behavior. The significant increases in awareness and the greater magnitude of behavioral change in Delaware compared to control sites support the efficacy of the combined enforcement and messaging strategy. While declines in California were likely program-related, the concurrent drop in the control area highlights the need to account for external factors, such as legislative changes, when evaluating such interventions.
