novice curricula

The content and design of training programs for new drivers: lesson sequencing, skill progression, instructional methods, and curriculum structure for learner and beginner drivers. Concerns what is taught and how, not whether it works. Differs from driver_education_effectiveness, which evaluates safety outcomes, from hazard_perception_training, which is one narrow skill module, and from graduated_licensing, which is the legal licensing framework rather than instructional material.
