lane changing

The discrete lane-change maneuver: deciding to change lanes, accepting a gap, and executing the lateral transition between lanes, including lane-change frequency and safety. This is a bounded event of leaving one lane for another, distinct from continuous within-lane position-keeping (lane_positioning) and from the turn-signal use that may accompany it (signaling_behavior).
