Traffic safety culture: shared norms, beliefs, and values about risky driving within communities, organizations, or societies — safety culture and climate in fleets, normative beliefs about speeding and impaired driving, safe system and vision zero cultural frameworks, and interventions that shift safety norms. The cultural and normative layer of road safety, distinct from public_messaging (one campaign instrument) and from fleet_safety (operational management of commercial fleets).
