takeover transitions

Control-handover events in conditional and high automation: the transition of vehicle control from system to human (or back), takeover request timing, takeover reaction time, takeover quality, and driver re-engagement after disengagement. Concerns the handover event and its dynamics specifically, NOT the SAE level that requires it (l3_conditional) or whether the driver knows which mode is active (mode_awareness).
